New Regulation (EC) No 1223/2009: requirements for the safety of cosmetic products

A recast of the Council Directive 76/768/EEC of 27 July 1976 and its amendments has become the new regulation (1223/2009), adopted by the European Parliament and the Council of EU.

Amongst other things, this Regulation aims at simplifying procedures, streamlining terminology, harmonising the rules in the Community. Furthermore, the notified information for competent authorities will be submitted centrally for the Community by way of an electronic interface.
One of the most significant aspects of the new regulation is the safety assessment, which requires a Cosmetic Product Safety Report delivered by a safety assessor, and the market surveillance.

The new Regulation has already entered into force and it shall apply from July 2013. At that time, all cosmetics products should be updated according to it.

The safety requirements are higher and consequently, the safety of the products should be improved. However, their costs will be also higher.

In order to adapt to the new Regulation, Laboratorios Magriña has established a new procedure for all the new products to be registered. Since some of the tests cannot be carried out in the Laboratory, in the benefit of our clients, there is collaboration with specialised Laboratories at the minimum cost possible. Laboratorios Magriña will only manufacture products which are in accordance with the new Regulation.
